Cops: Former DEA Task Force member failed drug test

CHARLOTTE COUNTY — A nowretired Charlotte County Sheriff’s Office deputy and former member of the DEA Task Force in Fort Myers tested positive for drug use earlier this year, according to a recently closed internal affairs investigation.

Deputy Justin Cecchini decided in a hurry to bump up his last day of work after the test, skipping his retirement ceremony and moving to Boston the following day. He showed up to turn in his agencyissued equipment with the backseat of his car full of personal items, telling a sergeant he had with him “everything I own,” and was leaving immediately, according to the investigation.

The drug test was requested after CCSO received an email from an unknown person, claiming Cecchini had committed multiple criminal offenses and had been using cocaine on a regular basis for more than three years. When Cecchini agreed to submit to the test, he was immediately transported to the testing facility by a corporal.

During the drive, Cecchini appeared very nervous, according to the corporal, and was researching hair follicle tests on his phone. He then brought up the fact that someone had used meth while he was doing a recent undercover deal and mentioned touching cocaine during a recent search warrant.

The corporal was familiar with the search warrant Cecchini referred to, because he was part of the hazmat team that searched the house and knew none of the Narcotics Unit detectives had searched the residence, including Cecchini.

On the drive back from the test, Cecchini called someone he referred to as his attorney and began talking about changing his plans to retire that day.

Cecchini’s coworkers found his behavior strange, because he had talked about attending his retirement ceremony on Feb. 20. His sergeant told the IA investigator he had kept Cecchini away from undercover work that might require him to testify in court, because he knew he was

retiring soon. He never did any deals where he would have been exposed to someone smoking meth, the sergeant said.

Mention of the specific drug Cecchini tested positive for is redacted, but the report states he violated the Drug Free Work Place policy.

The investigation also determined Cecchini violated a policy regarding agency vehicles, driving his undercover vehicle and using his agency issued fuel card for personal use. According to D.A.V.I.D. records, Cecchini did not own a personal vehicle between July 23 and Jan. 10. In December 2017, records indicate he used the card at gas stations in Fort Myers, Nokomis, Tampa, Punta Gorda, Port Charlotte and Sarasota.

As a DEA Task Force member, Cecchini had reason to work throughout the state, but many of his fuel purchases occurred on his days off, often several counties away from where he lived and worked.

When he transferred out of the DEA Task Force on Jan. 1, he was no longer allowed to take his work vehicle home, and there was nothing suspicious about his fuel use in January or February. No evidence was found of Cecchini putting fuel in a personal vehicle or any other unauthorized vehicle, which would be theft from the Sheriff’s Office. However, he violated policies, “by using his assigned undercover vehicle while off duty for personal use, ranging from 170 to 200 miles from the area he lived,” the investigation states.

When contacted about the investigation, Cecchini chose not to respond or give any explanation regarding the outcome of the test or his off-duty vehicle usage, the report stated. Living in Boston, he has started a new job and stated he had no intention of returning to Florida.
